(1) There will be one city assembly in each municipality.
(2) In the municipal assembly as per sub-section (1), there will be the head and deputy head of the municipal executive, ward president and four members elected from each ward and members of the municipal executive elected from the Dalit or minority community as per sub-section (4) of Article 216.
(3) At least two women from each ward will be represented in the city assembly formed according to sub-section (1).
(4) According to the federal law, a ward committee consisting of a ward chairman and four members will be formed in each ward in the municipality. The election of such ward chairman and ward member will be done according to the election system of the first to be elected.
(5) A person whose name is included in the electoral roll of the municipality who has reached the age of eighteen years shall have the right to vote in accordance with the federal law.
(6) A person having the following qualifications shall be eligible to be a candidate for the post of a member of the Municipal Assembly:-
(a) Nepali citizens,
(b) having completed the age of twenty-one years,
(c) whose name is included in the electoral roll of the municipality, and
(d) not disqualified by any law.
(7) The election of the Municipal Assembly and other provisions related thereto shall be in accordance with the federal law.
